VAT Rate Changes 2024 in Greece

Greece introduces VAT rate changes effective 1 July 2024. The 13% VAT rate is made permanent for certain supplies of beverages and taxi transport services.


Permanent Reduced Rates July 2024

Effective July 1, 2024, Greece has made significant changes to its VAT rates, impacting various goods and services. The Greek Ministry of Finance has confirmed the permanency of the reduced 13% VAT rate on certain non-alcoholic beverages and taxi passenger transport services. This decision, which was previously temporary, represents a shift in the taxation landscape for consumers and businesses alike.

  • Permanent implementation of the 13% reduced VAT rate for the supply of coffee, cocoa, tea, chamomile, and similar beverages when provided as takeaway or through delivery services.
  • Permanent application of the 13% reduced VAT rate on taxi passenger transport services. This change is designed to make taxi services more affordable for the general public, thereby encouraging their use and supporting the transport sector.

Nevertheless, the standard 24% VAT rate will continue to apply to coffee, cocoa, tea, chamomile, and other infusion when served as part of restaurant and catering services. This means that customers consuming these beverages on-site in cafes, restaurants, or any catering establishment will be subjected to the higher VAT rate.

Permanent Reduced Rates January 2024

Beginning of 2024 Greece also made permanent certain VAT rate reductions approved during the pandemic:

  • Reduced to 13% VAT rate applicable to transport, gyms and dance schools, zoos, import of art objects, collections or antiquities and delivery of objects of artistic value provided by their creator or successors.
  • Also, VAT rate of 6% applies to admission to cinemas, theatre’s plays and concerts.

Initially, these measures were temporarily approved until the end of 2023, but later on the Greek government adopted them as permanent VAT rates.
