Belgian Intrastat Access System Update

OneGate current access system for Intrastat filing will be replaced by CSAM or a digital certificate by the end of 2023.


Intrastat filing in Belgium is evolving, and important changes are on the horizon. The current OneGate access system for Intrastat filings is coming to an end. Users of the online platform submitting Intrastat returns are urged to switch to CSAM by the end of 2023.

OneGate is the National Bank of Belgium's online application, designed to facilitate the reporting of various declarations, including Intrastat. With these changes, the system aims to enhance security, accuracy, and efficiency in reporting processes.

The current system used for accessing OneGate will soon experience the end of access via the traditional "username + password" method. In its place, new alternatives will be introduced to enhance security and streamline processes.

Transition to Enhanced Security Access

Starting from January 1, 2024, users will no longer have access to OneGate using the conventional "username + password" method. Instead, two alternative methods have been put in place to ensure a higher level of security and reliability:

  1. Electronic Certificate Access: One of the options available is accessing OneGate through an electronic certificate. This method guarantees a more secure and encrypted way of interacting with the system.
  2. CSAM Access: Another viable alternative is accessing OneGate via CSAM, the government's online services portal. The transition to CSAM access is highly recommended and should be completed by January 1, 2024.

Steps to CSAM Transition

Making the switch to CSAM is a straightforward process, ensuring a seamless transition for resident companies and users. Here's how to proceed:

  • Step 1 - Request OneGate Admin Role: Get in touch with your company's Chief Access Manager, responsible for managing user access to CSAM. Request to be assigned the role of "OneGate Admin." Typically, this role is managed by a staff member from the Human Resources or Accounting department.
  • Step 2 - Access OneGate via CSAM: After being assigned the OneGate Admin role, connect to OneGate using CSAM. Resources such as a manual and a video guide are available to help you navigate this process effectively.

Electronic Certificate for Users Without Belgian Identity Cards

Users who do not possess a Belgian identity card will need to log in with an electronic certificate starting in 2024. This ensures that regardless of identity documentation, secure access to OneGate is maintained.
