HMRC's 2026 Transformation Roadmap Update Confirms E-Invoicing Mandate
UK e-invoicing remains on track for April 2029, with a detailed implementation roadmap due at Budget 2026.

HMRC has published its 2026 Progress Update to the Transformation Roadmap, confirming that the government will mandate e-invoicing for all VAT invoices from April 2029, and giving the clearest picture yet of how the programme is being developed.
Where the E-Invoicing Programme Stands
The update confirms the following on e-invoicing specifically:
- HMRC is working with the Department for Business and Trade (DBT) to publish an e-invoicing roadmap at Budget 2026 that will set out the milestones to implementation in April 2029.
- That roadmap will build on co-creation work taking place with industry representatives in 2026.
- HMRC has already launched Policy Development and Technical Workshops with DBT and industry stakeholders to work collaboratively on the design of the UK e-invoicing regime, feeding directly into the roadmap.
This confirms the sequencing businesses have been expecting: detailed standards and technical requirements are due at Budget 2026, roughly two and a half years ahead of the 2029 mandate. The update frames e-invoicing as one part of HMRC's wider digital-first transformation of UK tax administration, rather than a standalone initiative.
