Pan-EU FBA Update: The Netherlands Becomes Mandatory

Starting 25 June 2025, Amazon sellers using Pan-European Fulfilment by Amazon (Pan-EU FBA) must have active listings in the Netherlands to stay enrolled in the program.
The Pan-European Fulfilment Network lets sellers store their inventory in one Amazon warehouse. From there, Amazon automatically redistributes products across Europe based on customer demand. Amazon handles everything—storage, packaging, shipping, and customer service—while you benefit from faster deliveries and lower local fees.
From June 2025, there is a key change you need to prepare for. Until now, to stay in Pan-EU FBA, you only needed to list your products in Germany, France, Italy and Spain. The Netherlands is now being added to that list. That means that if you do not have listings on Amazon.nl, you will be removed from the Pan-EU program.
This applies to both existing and new sellers:
- Existing ASINs must include the Netherlands in their listings before 25 June.
- New ASINs (added after 25 June) must be listed in all five required countries at the same time.
What Are the VAT Compliance Obligations in The Netherlands?
At the moment, a Dutch VAT registration is not mandatory to comply with the new rule. This is because the goods are not physically moved to a warehouse in the Netherlands. However, you may want to register for Dutch VAT if you plan to use private warehousing in the Netherlands.
In summary, Amazon is expanding its Pan-EU requirements. From 25 June 2025, the Netherlands becomes a required marketplace. If you’re a Pan-EU seller, make sure your products are listed on Amazon.nl—or risk losing one of the most cost-effective ways to sell across Europe.
