Estonia has raised the VAT registration threshold for small businesses from 16,000€ to 25,000€ per year.
Registration threshold in Estonia
Registration thresholds are intended to reduce compliance costs of small established businesses. They do not apply to non-established companies. The UK was the last country to remove this threshold for non-established businesses in December 2012.
